Board of Directors
Charles Dupont
President
Charles Dupont has a multidisciplinary background combining clinical psychology, entrepreneurship, and health management. After founding and leading a biostatistics company for nearly twenty years, he worked as a health analyst for the Ontario government, then as a manager of a community health centre.
In parallel, he has been an active diver since 1980, a Divemaster since 2007, and an instructor since 2009. He became a PADI Course Director in 2019 and has served as Regional Manager for PADI in Canada and the French Antilles since 2018. A technical rebreather diver and instructor examiner, he has been a member of Québec Subaquatique’s Board of Directors since 2018.
His commitment focuses on training, safety, and inclusion. His next goal is to become a specialty instructor trainer for divers with disabilities, to help make diving more accessible.
Stéphanie Labbé
Vice President
Graduate in Navigation from the Institut maritime du Québec, Stéphanie Labbé has been active in the diving field since 1998. A PADI Master Instructor and co-owner of Plongée Nautilus and Ateliers YRVA, she brings well-rounded expertise in training, planning, and maintenance of specialized equipment.
Her experience spans safety management, activity coordination, and organizational communication.
As a member of Québec Subaquatique’s Board of Directors, she contributes to member engagement, manages social media, and helps disseminate clear information that supports ongoing training and diver safety.
Émilie Bouthillette
Secretary
A diver since 2004 and a PADI Instructor since 2020, Émilie Bouthillette is a procurement manager for the City of Sorel-Tracy and co-owner of the Atlantide dive school.
She holds an MBA and is currently pursuing studies in project management at Université Laval. She brings rigor and strategic vision to the underwater community.
She plays an active role in promoting the Federation, managing the general secretariat, and contributing to strategic decisions that support the visibility and sustainable development of underwater activities in Quebec.
Frédéric Truchon
Treasurer
Frédéric Truchon works as a patient care attendant in an intensive care unit — a high-stakes environment where precision, empathy, and composure are essential. He also has three years of restaurant management experience, which has equipped him with strong leadership, organizational, and customer service skills.
In parallel, he is highly active in scuba diving and holds several advanced certifications, including PADI Instructor / MSDT and a TDI technical qualification. Passionate about northern environments, he particularly values diving in Quebec for its challenges and unique conditions.
His clinical background, ability to manage critical situations, and expertise in dive instruction allow him to bring a structured, solution-oriented approach to the board, grounded in safety, technical proficiency, and a practical understanding of operational realities.
Simon George
Board Member
A passionate diver for over 16 years, Simon George has been a certified instructor since 2012. He is also a certified trimix rebreather diver and cave diver.
He holds a master’s degree in computer engineering and is a partner at Cybertech, where he works as a software engineering specialist.
Active with both PADI and SDI/TDI, he brings to Québec Subaquatique valuable technological expertise and a broad perspective on instructional methods and innovations related to diving and underwater safety.
Johanny Lambert
Board Member
An entrepreneur and PADI Instructor since 2024, Johanny Lambert brings over 15 years of experience in customer service management, team coordination, and logistical planning. A former client relations lead in the international tourism industry, she stands out for her ability to create structured, human-centered experiences.
She also holds the status of Master Scuba Diver Trainer and leads group dive trips as a tour leader.
As a member of Québec Subaquatique’s Board, she leverages her skills in communication, organization, and community development to promote accessibility, safety, and the vitality of Quebec’s underwater network.
Fanny Martineau
Board Member
Fanny Martineau holds a bachelor’s degree in education, a master’s in special education, and a graduate diploma in school administration. As an assistant school principal, she values collaboration and the development of human potential.
A certified TDI technical diver and PADI Divemaster, she combines pedagogy with underwater discipline to inspire safe and responsible divers.
Her involvement with Québec Subaquatique is driven by the belief that training and passion are powerful levers for exploration, inclusion, and respect for aquatic environments.
